ANALYSIS OF THE INFLUENCE OF PLACEMENT JOB AND
STRUCTURAL JOB COMPETENCY ON EMPLOYEES PERFORMANCE
IN THE SECRETARIAT OF THE REGIONAL DISTRICT
GOVERNMENT MUARO JAMBI

Recently, the government organization is encouraged to able to be facilitator and
motivator in government process activity as the public expects the role of
government in answering all the changes and challenges. For government
secretariat of the regional district Muaro Jambi, the availability of quality and
professional human resources are critical key to improve the quality of
government process such as a fast, high quality and no discriminatory.
Furthermore, the role of government officers is also encouraged to improve the
public credibility of the bureaucracy.
The successful or no of organization of the Government District of Muaro Jambi
to achieve its sustainable mission and vision depend on its human resources
quality. The human resources quality means that they have characteristic
capability such as reliable capability as knowledge, skill and attitude skill which
directly affect loyalty, responsibility, honesty, devotion, corporation, initiative
and leadership. In addition, it is also influenced by how the government can
place employee to appropriate task and function in accordance with job
specifications which is viewed by education, experience, health, labour interests,
working conditions and the age of the employee.
This research aims to find out the influence of the employees placement job and
structural positions competency either partially or comprehensively of employees
performance in the Secretariat of the Regional District Government Muaro Jambi.
It is hypothesised that placement job is significant influenced by structural job
competency partially or comprehensively of employee performance. The
explanatory research and data collection method is get from 40 level III and IV
structural employees at the Secretariat of the Regional District Government
Muaro Jambi which is tested by using binary logistic regression analysis.

It is concluded that there is positive correlation placement job and structural job
competency partially or comprehensively on staff performance at the Secretariat
of the Regional District Government Muaro Jambi. The most influential and have
greater opportunities variable in improving staff performance is placement job
with the most dominant indicators that affect is education which are which
appropriate with the duties and job in supporting the ability of employees in the
field of work and the lowest indicators which influence employee placement job
are the age of employees, working conditions, educational background, work
time, interest in work, work experience and health officials.
The most dominant indicator in structural job competency is employees,
knowledge and skill in occupying a certain position, which affect the ability of
employee in quality to achieve higher performance. While the lowest indicator
that affect job competency variable is attitude indicator. To improve employees
performance through placement job variable and structural job competency can be
seen from the availability of good working facilities, good employer with strong
commitment and employees who have strong motivation to work.
It can be recommended that besides have to consider education background, the
placement job also have to weight the age of employees by giving greater
opportunity to younger employees who have capability and potency to be placed
in certain position. Also in promoting structural position in the Regional District
Government Muaro Jambi, it should be seen employee attitude and direct
employer recommendation so that employees can do their job well.
